The November 5, 2014 deadline that had been previously set by Centers for Medicare and Medicaid Services (CMS) for most self-insured health plans to obtain a health plan identification number (HPID), has been delayed. On October 31, 2014 – just days before the deadline – CMS announced an indefinite delay in enforcement of regulations pertaining to “health plan enumeration and use of the Health Plan Identifier (HPID) in HIPAA transactions” that would have otherwise required self-funded employer group health plans. What does this mean? If you have not yet applied for an HPID for your health plan, you can put that task on hold. If you already have an HPID for your health plan, keep a record of it – indefinitely means that you may or may not need it in the future. We do not expect CMS to delay the November 15, 2014 deadline to register to pay the reinsurance fee.
