Healthcare Reform Exchange Notification Date is Put on Hold

As expected, the Department of Labor has postponed the deadline for providing the notice required under the Affordable Care Act (ACA) regarding the availability of the new insurance exchanges.
As you may recall, the ACA requires that an employer provide employees a written notice advising of the existence of exchanges, including a description of the services provided by the exchanges and the manner in which an employee may contact exchanges to request assistance. Under the ACA, the notice was to be provided to current employees no later than March 1, 2013. Thereafter, it is to be provided to new employees at the time of hiring.
The IRS today released ACA FAQ Part XI, which in part provides that the March 1, 2013 deadline for the insurance exchange notice is put on hold until the Department issues regulations on the matter. It expects to do so in late summer or the fall of 2013, which will coordinate with the open enrollment period for exchanges (which begins on October 1).
